Budget spending at the last hours: A question of efficiency for Nepali Government


As reported by the himalayan times this year the nepal government spent Rs 218.85 billion in the last month of fiscal year 2016-17, that is from mid-June to mid-July. The government spending was Rs 604.64 billion in the first 11 months of the fiscal, which rose to Rs 823.49 billion by the year-end. In between the 10th and 11th month, government spending rose by a whopping Rs 94 billion.The government’s development expenditure increased by two-fold in the last two months. Spending under development budget heading was Rs 90.24 billion by the end of the 10th month of the fiscal. Expenditure went up to Rs 120.1 billion by the end of the 11th month and surged to Rs 204.31 billion by the end of the fiscal year.

Every year the fiscal year of Nepal starts from Sharwan to Ashadh ( July to June) which is in the midst of the rainy season. Every year at the last hour millions of the budgeted amount is poured in various development projects blindly just for the sake of the budget being freeze or lapsed.
The money which should have been used for efficient  management of development work  always lack proper utilization and management in view of last hour. Whether you call it the lack of efficiency or lack of bureaucracy leadership and vision  the development works are forced in view of few months where every things is done.

It is really sad that how the public hard earned tax money is spent in view of the work. Public governance is zero at ground level where political leaders work for the political mandate,  bureaucracy work for their job performance only.  

Sad reality the money which should be spent efficiently and effectively is spent just for the sake of spending which highlights corruption and many other externalities.

Bidhya Devi Bhandari Car scandal





The presidential’s office has proposed for a budget of 160 million to the Nepal government for buying a bullet proof car for the president. It is very sad that in a country with a total population of 30 million and  which has been listed in the least developed country, the office of the president demands the need of a such huge amount of money just for the transportation vehicle. Moreover, if you look at her career or history you would not find any kind of threats or any security issue that she needs such a vehicle.
The Nepal Government has already agreed to provide Rs 40 million for the purpose, the President's office last week proposed  the Ministry of Defense (MoD) to arrange an additional Rs 120 million budget to buy the car of President Bhandari's taste.

According to Republica Daily , " The estimated cost is based on the initial price assessment report prepared by Nepal Army (NA) which has been asked to procure the vehicles. NA reportedly came with the proposal after holding preliminary talks with some car manufacturers."

Just imagine how many schools can be renovated or how many schools can be built in the remote and rural areas. It is not her money its people hard earned tax money which needs proper accountability and transparency .

The Political culture of Nepal has degraded in the luxury where political leaders are more concerned about their facilities and services  than the benefit of the public. It is a very well seen culture that every time a new minister is changed or reinstated, they want a new car and services.

The bottoms line is they do politics in the name of social service where as they use the power and position for their own service  and facility. Ego, corruption, favoritism and Nepotism has become a culture of the system.

What a shame ?

Please do not call yourself  the head of the state call yourself the tax payers money termites

Chudamanui the Tax god



Chudamani Sharma, the  Director General of the Inland Revenue Department was arrested by
the Commission for Investigation of Abuse of Authority(CIAA)  on charges of  corruption on fixation of revenue for various big organization.

The CIAA on preliminary ground of investigation  arrested Chudamani and has  requested a bail amount of Rs 3 billion  which is the highest ever bail amount.

It has been reported that Sharma was involved with  embezzlement over Rs 9 billion and has opened  investigation on  120 files containing higher amount of tax exemption. The anti-graft body has been probing into over 1,000 files related to tax waiver by the TSC.

Chudamani do you consider yourself as a Tax god or what ?

Then why would you do such an act of immoral value which slacked the Nepal government's earning. Did you seriously though that you would escape your act of  shame ?

This guy seriously has the nerve to handle corruption in a more legal way.....

Blood transfusion is not safe in Nepal


According to the breaking news published by the Himalayan times,   "People face HIV infection from the normal transfusion as there is no availability of the test kit to detect the infection of HIV during its window period. What that means is If the blood donor is in his window period of infection, he/ she can pass on the infection to the blood receiver. As it is not detectable in absence of correct test kit. The receiver can get infection. The window period test kit is know as Nucleic Acid Amplification Test which is very expensive.

Sad reality is right now in the international market such window HIV test kit are available but right now here in Nepal it is not used or available.

SHERE the new Prime Minister of Nepal


Sher Bahadur Dueba has been declared the 40th Prime Minister(PM) of Nepal. With the political understanding and alliance the parliament  declared him the PM of Nepal on tuesday. The problem here now  is whether to call him the new or the old PM. This is his  fourth time that Deuba has been elected as Prime Minister  from 1995 to 1997, from 2001 to 2002, and from 2004 to 2005 in the past.

Deuba secured a 388 votes in his support while 170 votes were cast against him.

This year he was very much surrounded with controversy with
1. Nepal police IGP recommendation of Jaya Bahadur Chand
2. Impeachment of Chief Justice Sushila Karki

Due to these controversies, Nepali congress lost  the local election in most of its areas.


Awards and Recognition 
1. He was sentenced to two years in prison in July 2005 under corruption charges, but was subsequently released on February 13, 2006.
2. King Gyanandra Sacked him for his incompetency in 1 February 2005


So what can we expect from Sher Bahadur Dueba during his tenure  ?

1. Incompetency
2. Corruption
3. Inflation
4. Anarchy
5. Nepotism

Mahabir Pun Selling his awards for the funding of National innovation center



Mahabir Pun the Social Entrepreneur of Nepal has commissioned for his private conferred awards to be auctioned in US for raising money for the establishment of National Innovation Center in Nepal,

In the past pun who has been fundraising for the operation of the National Innovation Centre, has announced he will donate 28 ropanis of his land, located at Thulakot Danda, Kaskithe worth Rs32 million for the purpose.

Sad thing is he has donated all his awards for the fundraising where Nepal Government is silent about the issues. There has been no statements issue by the Ministry of Science, Technology and Environment of Nepal.

What is the role and responsibility of Nepal government? If an individual is trying to do so much at least the government of Nepal should try to facilitate ?

What are they doing except making worthless policy and regulation? When we have billions stocked up in the name of Rural Telecommunication Development Fund and nothing is being done why can't we use that fund for the benefit of the citizen of Nepal ?

Nepal Election 2017: A political Game for stakeholders



The Nepal Election 2017 has successfully completed first phase of its ordeal, highlighting the uncertainty and chaos.  Once again creating a situation of  political deadlock the  Supreme court has intervened in the political truce of interrupting the Madhesi union aspiration, Nepal is again back in the path of Political unrest. The truce has been broken where the Madeshi Union (MU) has announced protest program and has given ultimatum to Nepal government to adopt the new constitution amendments bill or else to face the consequences.

The MU has openly challenged the government of foiling the second phase of election that is schedule to happen from June 14 on Madeshi territory.

The election was merely a chapter of democracy and practice of democratic values where all the stakeholders are bargaining  their powers and commitment.

People voted but they have been framed in the political aspiration of creating better system where more or less the Nepal election proves to be a successful political gimmick. People want to practice their democratic rights and they are farmed in the name of political deprivation.

From the elite political parties, it was just an intervention of identifying their role and perspective of creating better alliance for the formation of new government where they can manipulate the position. Various aspect of tokenization of Women was also seen in terms of lobby young and inexperience candidates in various positions by political parties as a trending option of political bubble.

The European union and developing organization (INGOs ) were more focused in securing the rights of indigenous/ minority group with substantially pushing the role of representative in the local level election as a compulsion.

The MU is more focused in creating issues and agendas of being deprived and unwanted collecting sympathies from the international communities.

The Nepal Election is hugely subjected to a dilemma of collaboration between the MU and the elite political parties. The trust has been broken with the new interim order of the supreme court on Friday which clearly states a new polarity of 3 angles

1. Madeshi union
2. The Government of Nepal
3. The Supreme Court of Nepal

It seems the political culture and political leadership of Nepal  has no sense of  commitment towards the public or democratic values. It is all about the power and  manipulation where alliance and agreements are formed just for making or running the government. Public governance and cooperation is a limitation of  system that is more neutral about practicing values of Nepotism, corruption and favoritism.

Nepal's Political culture establishing supremacy


One after the other Nepal's political leaders are practicing the culture of "Anarchy" and are trying to establish their supremacy over the governance mechanism. In any administration system the operation works with bureaucracy, legal system and constitution. Now looking at the Nepal's perspective the political leaders have frustrated the system so much that neither the bureaucracy nor legal system and constitution  nothing is active.  They have made the system handicap of taking any action against them.

In any country there is a check and balance system that marks and checks the credibility, & accountability of stakeholders and leaders . With the impeachment as a tool of attack the political leaders are targeting people who are standing in-front of their way.

This is not  good development in terms of political culture if you look at it from the outside perspective it is creating a dangerous situation where peoples frustration is piling up.

Firstly the impeachment of Lokman  Karki and now Sushila Karki normal citizen are trying to understand the importance of impeachment and its used. It seems Impeachment is like a chocolate where 25% of the parliament support can filed a case of impeachment against any government leadership.

Getting back to sushila Karki, the working modality of sushila karki to some extent has been very political as the controversy of IGP appointment and appointment of Judiciary council  certainly shows how she made the decision at the middle of the night. Even if you look back she has been surrounded by controversies.

How can we understand the fact that for a normal citizen it takes years and years of compilation and frustration to get justice and for high class people and high ranking official its done at the middle of the night.

I am not saying Sushila karki's #impeachment is right but the question is, if there is no standard and equality then there is no level of law
Law is equal for all if not it is not law

They shut lokman with Impeachment for trying to raise his hands against UML leaders now they are doing it against sushila.

Nepal election sets new records for young candidates for mayors post


With a long wait of 17 years, the local level election fever hits Nepal in an unprecedented way. The long awaited election still seems to be suffering an ill  faith with limited political support but the election fever seems to be rising in the candidates.  

Most of the political parties are getting ready but with the orthodox and prejudice values, the new political parties are coming up with new candidates who are not only young but they seem relatively new to this field.

The Bibeksheel Nepali Party which has recently rose to popularity has been challenging the orthodox political mentality of introducing new and young energy to leadership position. In this run the party has nominated 21-year-old Ranju Darshana to run for the Mayor of Kathmandu Metropolitan City in the upcoming local level elections slated for May 14.

As per the party, Ranju was selected for Mayor post on behalf of the party based on open candidacy policy. Whether a publicity stunt or not but putting a 21 years old to the position of mayor seems not convincing. People may see a new trend but they will certainly have issues with the decision making capacity and strategic planning process.

Supporting the youth and giving power is the need of the time  but a mayor position is more strategic and concerning in terms of experience and education. Its not that I do not support the youth energy but I strongly believe in the right candidate at the right place than such for placing a candidate for the sake of it.

How can it be justified that giving a young candidate the post in view of young energy ? what would be the difference between the orthodox mentality of power absorption and nepotism concept with the concept of putting new candidate just for the sake of it.

What is the difference in between the old and the new political parties as in both cases the decision would be ruled in by the parties and their leadership than the candidates?


Nepal will vote but we need to broaden our vision and strengthen our  mentality.















No Horn Campaign in Nepal


The Nepal Traffic police  recently launched its no horn Campaign in Kathmandu from April 15. With the launch of the campaign the public vehicle are  hugely affected in terms of their driving behavior. Previously when public vehicle use to dominate the roads with their loud horns, now with no option of driving slow they are stressed in terms of managing the issue of pedestrian and on going road maintenance process.

On one hand due to the maintenance work it is very hard to see with all the dust cloud where as with no horn there is no option to even drive which increase the risks of accidents. Similarly, pedestrians in view of lack of awareness use the road sides randomly for crossing roads and other purpose where the chance of accidents have increased tremendously. The campaign is certainly a need of the time  but enacting it right at the moment is a question of real-time study.


Why people are suffering?

  1. People do not feel responsible while crossing roads
  2. Road etiquette are non existences 
  3. Even educated people still have no awareness about zebra crossing and traffic rules 
  4. Lack of  Zebra Crossing at major location 
  5. Lack of traffic lights 
  6. Traffic police are not aware or prepared
